NEW YORK GREEN ROOFS AND LOCAL LAWS 92 & 94

New York City’s Local Laws 92 & 94 were passed by the City Council in 2019 as part of the Climate Mobilization Act, which aims to guide our city towards carbon neutrality by 2050 through various development initiatives supporting energy efficiency in buildings.

About Local Laws 92 & 94

LL 92/94 mandate sustainable roofing zones in NYC on all new and existing roofs undergoing major construction.  A “sustainable roofing zone” is defined by these laws as “areas of a roof assembly where a green roof system, a solar photovoltaic electricity generating system, or a combination thereof, is installed.”

And don’t forget, there is a one-time property tax abatement available for $10/square foot of green roof that is installed.

  • System Depth
  • Type of Planting: ie. Pre-vegetated Sedum Mats, Plugs or  Cuttings, or other semi-intensive meadow planting
  • System Materials: edging (aluminum or stainless steel / ht / finish)
  • Can the materials be conveyed through the building or do we need a crane?
  • Are there any wage requirement for labor? Ex: Prevailing Wages or PLA Agreement
